We don’t know if this is some kind of record, but in a case of less-than-rigorous law enforcement, a Schenectady woman was arrested on charges of driving while intoxicated—for the ninth time. With a blood alcohol level of twice the legal limit, Heather Higgins allegedly drove headlong into a pole on the busiest street in the village of Scotia at 5:30 in the afternoon. Just for your information, the U.S. cities with the highest number of drunk driving offenders are San Diego, San Jose, and Charlotte. Scotia, New York, is nowhere on the list, despite Ms. Higgins' eight priors stretching back 30 years. In 2006 she served 15 months in prison on one felony charge. No matter: At the time of her ninth DWI, Higgins was in possession of a valid driver’s license.
